≈ means the work type was inferred, not stated. Fiber-blowing orders never carry a permit and always use the underscore naming convention (12 of 12); drilling orders use road names and carry the TxDOT/UP permits (27 of 27 in the labelled set). That split was applied to the 26 blanks. Three still need a human: PIWO-59 is a cabinet set, and PIWO-78 and PIWO-81 are county-road runs with no permit, which are probably plow rather than bore.

Why work orders and not Vetro. Every feature in the Vetro/CGD design export carries v_status: Design. The Installed, Spliced, Constructed and Inspected fields exist in the schema and are empty across all 831 features. These 66 work orders are the only record of what was actually built.
